Create a new folder by selecting File > New > Folder and rename it to whatever you want.

click on the folder ONE time - don't open it, just highlight it

'right click' on the new folder, and 'convert to web' (... yes, you REALLY want to do this! :) ) This folder now has a blue dot on it, indicating that it's a subweb

double-click on the new subWeb, and it will open (empty) in a new FrontPage window
You almost always want to have unique permissions for a subweb because 'there is something special about the information' (who can see it? who can update it?) that makes it more than just 'another sub-folder'.

Double Click your new subweb, (created above) to open a new window.

Select tools > security > permissions

Click on 'use unique permissions for this web' - click 'apply'

when prompted, give your main administrative userid and password (the overall one for your site) to verify the changes
You need to add a user so that they will have their own unique login (otherwise you'd have to give them your main admin login ... and then they have full admin access to your site).

Select the 'users' tab

Assign a Name and Password (both your choice, but be sure to remember them!)

Decide what kind of access to the subweb you want to give this user:
Browse this Web : look at information
Author and Browse this Web : look at information : make changes/upload/delete to information
Administer, author and browser this Web : look at information : make changes/upload/delete to information | create subwebs, add users, etc ...
(in most cases you will only want to give browse or author/browse). make your selection, click 'apply'
Do you want to password-restrict this part of the Web so that only you and your new user can view it? If yes:
select > 'only registered users have browse access' - click 'apply'.

When users try to look at the information on this part of the site they will have to have the userid and password - otherwise they are denied access.
